Located in the historic Kalamaja district of Tallinn, Kotzebue Park is a modern residential development that combines contemporary construction with the distinctive character of its urban surroundings. Developed by Perton Ehitus OÜ and designed by architect Ülo Peil, the project demonstrates how new residential architecture can be integrated into a historical context in a way that is functional, clear and relevant.

A Green and Community-Oriented Urban Block

The development consists of six four-storey residential buildings arranged around a landscaped inner courtyard. The courtyard is primarily designed for pedestrians, with all parking located underground. This solution frees up the center of the block for a cohesive green area that serves as a shared space for leisure and recreation.

Apartments offer views towards the inner courtyard, while balconies and terraces extend living spaces outdoors. The carefully designed courtyard features a variety of seating areas, planting zones and sheltered spaces that enhance everyday comfort and foster a sense of community. Granite retaining walls and layered vegetation structure the space, creating variation and a human-scale environment.

Interpreting Kalamaja Through Contemporary Architecture

Rather than replicating Kalamaja’s traditional wooden architecture, the design approach focuses on interpreting its scale and atmosphere through contemporary means. The aim has been to create architecture that integrates naturally into its surroundings while employing solutions that endure both technically and visually over time.

Material selection plays a central role in this concept. The façades combine timber and Swisspearl fibre cement panels in a complementary way. Timber introduces warmth, texture and a reference to Kalamaja’s architectural heritage, while white and dark grey fibre cement panels provide a calm, refined surface that emphasizes the clarity of the architecture. The balance between these materials creates a timeless expression where natural qualities, modern aesthetics and durability come together.

High-Quality Execution and Considered Solutions

The project is developed by Perton Ehitus OÜ, a company with extensive experience in both renovation and new residential developments. The design aims to merge the values of a traditional urban environment with the requirements of contemporary living, resulting in a cohesive and high-quality residential setting.

The landscaped courtyard connects directly to the adjacent Kalma Green area, extending the green structure into the wider urban fabric. Large window surfaces bring abundant natural light into the apartments, while carefully considered layouts support everyday functionality.
